Requirements for metal detectors
All metal detectors must meet the safety standards set out in Decree of the Government of the Russian Federation No. 969 of September 26, 2016. The resolution consists of two parts. The first part is devoted to a description of the requirements for technical means of transport safety, and the second part is devoted to the procedure and rules of certification.
Who must obey the regulation?
The law is provided for persons who are responsible for security at airports, train stations, and transport. The following devices are subject to certification:
- alarms;
- warning systems;
- access control;
- inspection with a hand-held metal detector;
- video surveillance;
- video recording;
- audio recording equipment;
- communication means, receivers, transmitters;
- technical means of warning;
- for collecting and processing data.
Who checks compliance with the resolution
Several regulatory bodies monitor compliance with legal requirements:
- FSB: inspection systems, equipment for intelligent video surveillance;
- Ministry of Internal Affairs: alarms, access control devices, video surveillance, video recording, audio recording;
- Ministry of Emergency Situations: warning means;
- Rossvyaz: communications equipment, receivers, transmitters;
- Ministry of Transport: equipment for data collection and processing.
Requirements for metal detectors
According to the decree, facilities can only be equipped with certified metal detectors. Certificates are issued for devices that meet all provisions of the regulation. During inspection, responsible employees may request certificates confirming the device’s compliance with legal standards.
If the current regulation is violated, the inspector issues an order for elimination. This offense is within the jurisdiction of administrative law. The prescription contains information on the deadlines for equipment certification. The owner must certify the device within 90 days of the order being issued.
If the violation is not eliminated, the inspector may issue a fine of up to 500,000 rubles or suspend the organization’s activities for up to 90 days. If transport safety requirements are violated, the punishment may move into the realm of criminal law. The fine for violation is 1 million rubles or imprisonment for up to 8 years.
